Overlays Don’t Fix the Problem

Accessibility overlays and widgets use JavaScript to add features like text resizing, color, and contrast controls, but they don’t fix the underlying code. As a result, accessibility barriers remain—and overlays can even interfere with screen readers and keyboard navigation.

Because they don’t achieve WCAG conformance, overlays alone don’t satisfy Title II requirements.

In 2025, 1,416 organizations using accessibility overlays were sued over accessibility, up from 1,023 in 2024. About a quarter of all digital accessibility lawsuits now involve sites with an overlay installed. In April 2025, the FTC also fined a major overlay vendor $1 million for false advertising.
